OrganizationalPerformance Management

TheUnited State Department of Health andHuman services(HHS) is thegovernment’sprincipalagencyforpromotingthehealthandwellbeing of thepopulace, through theprovisionof essentialhealthservices.Thedepartmenthas encouragedtheestablishmentof homecareinstitutions, ambulatorysurgerycentersandhealthfacilitiesamong othermedicalinstitutions.Thehomecareinstitutionsare meantto providerehabilitatingandnursingservicesforpatientsrequiringspecializedcare, among them, patientswith chronicdiseasesamong others. On theotherhand, theambulatory centersprovideservicesto patientsrequiringsurgerywithout hospitalization, whereas, healthfacilities, alsohospitalsprovidehealthandhospitalization servicesforthepopulace.Thispaperexemplifiesservicesofferedin homecare, ambulatory servicesandhospitals(Barsukiewicz, Raffel &amp Raffel, 2010). Thepaperwill citetheexamplesof theHCR homecare, Baptist Germantown surgerycenterandtheVeteranshealthyadministrations.

Asa homecare institution, theHCR homecareprovidesnursingandrehabilitationservicesto patientsrequiringspecializedcaresuchas patientswith chronicdiseases.Additionally, theHCR providesmedicaldistributionandcareassessmentservicesincludingsurgicalservices, personalized careandothermedicalservicesespeciallyto theaged.Establishedin 1978,HCR homecare has continuedto offersuperiormedicalservicesespeciallyafter thepatientisdischargedfrom otherhealthinstitutionsbutrequiresfollow-up careservices.TheHCR tracksandprovidespost-discharge rehabilitationservicesto patientspromotinghealthandwellbeing of thepopulace(Barsukiewicz,Raffel &amp Raffel, 2010). On theotherhand, ambulatorysurgerycenterssuchas Baptist Germantown Surgery Center provideambulatory andsurgeryservicesto theoutpatients. Theseservicesmay alsobeofferedto patientswhowill not needmedicalservicesformorethan twenty-four years.Among theservicesofferedby theBaptist Germantown, Surgery Center includestheENT surgeries, orthopedics, painmanagement, podiatry, andgynecology. Unlike theHCR homecare that offerpost-discharge services, theBaptist Germantown Surgery Center offersdirecttreatmentservicesbutforpatientsnot requiringmedicalservicesafter twenty-four hours(Barsukiewicz, Raffel &amp Raffel, 2010).

Healthfacilities, commonlyreferredto as hospitalsuchas Veterans Health Administration, providemedicalservicesrangingfrom preventiveservices, treatment, torehabilitativeservices.VHA offerstreatmentservices, mentalhealthservices, rehabilitationandphysicalfitnessprogramsforinpatients oroutpatients. TheVeterans Health Administration is similarto theBaptist Germantown Surgery Center in thatitoffersdirecttreatmentservices.Thedifferencebetween thetwo arises from thefactthatunlike theBaptist Germantown Surgery Center, which offersjusttheoutpatient services, theVHA offerstheinpatient services(Barsukiewicz, Raffel &amp Raffel, 2010).Anothersignificantdifferencebetween thethree medicalfacilitiesincludestheaccreditation andstatutoryrequirementsof thethree medicalfacilities.Despite thesedifferences, thesemedicalfacilitiesare similarinthattheyare allmeantto promotethehealthandwellbeing of theAmerican citizenry (Barsukiewicz,Raffel &amp Raffel, 2010).

Compliancewith anystatutoryoraccreditation requirementdepends on theabilityof thefirm to recognizeexistingstatutoryandaccreditation requirements.Assuch, thethree medicalfacilitiesneedto establishelaboratecomplianceplan, which includea detailedcodeof conduct.Thecodeof conductwill summarizethestatutoryandethicalrequirementsthat regulatetheoperationsof eachfacility.Thedetailedplanwill serveas a guideto assistthepractitioners in thesefacilitiesto identifyandaddressinstancesthat may not complywith statutesorfacilities’policies(Schaeffer, Schultz &amp Salerno, 2009).Thiswill assistin theavoidanceof illegalpracticesthat may arisefrom lackof knowledgeon existingstatutoryrequirements.Additionally, thesemedicalfacilitiesneedto institutea compliancecommitteeto increasetheir capacityto comply with thevariousstatutoryandaccreditation requires,as wellas raisingemployeesconcernsabout thepoliciesof themanagement.Thecompliancecommitteeshould becomposedof seniormembersof theexecutiveandthestaff, whoare committedto compliancewith statutoryrequirements.Otherthan thestatutoryrequirements, thecompliancecommitteewill promotetheattainmentof organizational goalsandobjectives, therebypromotingtheimprovementof overall organizational performance(Barsukiewicz, Raffel &amp Raffel, 2010).

HCRHome care,Baptist Germantown surgerycenterandtheveterans’healthyadministrationsfacilitiesneedto establishelaborateperformancemanagementtoolsto measuretheperformanceof thestaff.Otherthan measuringstaffperformance, performancemanagementtoolsshould focuson continuoustrainingof thestaffthrough onandoff-job training, andensurethatstaffdutiesare connectedto promotetheattainmentof organizational goals(Schaeffer,Schultz &amp Salerno, 2009). Theseorganizationsneedto establisha structured approachfocusingon annualattainmentof goals, ensuringthatresponsibilitiesandimprovedperformancesare rewardedto motivateoverall extemporal performance.Effectiveperformancemanagementwill establishthebaseline performance, demonstratethechangesthat may leadto extemporal performanceandmonitorandrecognizetheimprovementsattainedby eachstaff.Thesewill improvetheperformancesof individualstaffmembers, translatingto improvedefficiencyin thesefacilities.Efficiencyof thesemedicalfacilitieswill be vitalin promotingtheattainmentof healthandwellbeing amongst theAmerican populace(Schaeffer, Schultz &amp Salerno, 2009).

Additionally, theHCR Home care, theBaptist Germantown surgerycenterandtheVeterans’ Health Administrations, have to come up with notablecommunicationinfrastructurein orderto promotethecommunicationbetween thecaregivers as well as thepatients.Effectivecommunicationsbetween thepatientsandmedicalpractitioners improvemedicalefficiency,by enhancingappropriatediagnosis. One of theapteststrategiesforimprovingcommunicationbetween thecareproviders andthemanagementis theestablishmentof thesituational, backgroundandRecommendation (SBAR) technique.TheSBAR establishesa cultureof quality medicalservicesimprovespatients’safetyandincreasesreliabilityof medicalpractitioners (Schaeffer, Schultz &amp Salerno, 2009). To improvethestaff-management communications, themanagementof thesethree facilitiesshould adoptthepersuasiveleadershipstyle, encouragingthestaffmembersto expressthemselves without fearof reprimand. Thiscan beachievedthrough promotingtrust, motivatingandengagingall thestaffmembersin communicationswith themanagement.Anotherimportantstrategyto enhancethestaff-management communication, themanagementsin thesefacilitiesshould delegatemanagerial dutiesto theexperiencednursesandmedicalpractitioners. Thiseasesthecommunicationprocesssince thejuniormedicalpractitionerswill gaincourageto communicatewith theexperiencednurse.Thejuniornursesfeelthatexperiencednursesunderstandtheir situationshencefeelmoreopento them. Finally, themanagementshould developrewardbased performanceto builda royalworkforce that will be communicatingwith themanagementwithout fear.Effectivestaff-management communicationwill helpin improvingtheefficiencyof thestaff, promotinghealthandwellbeing in theUS (Schaeffer, Schultz &amp Salerno, 2009).

Accreditationandstatutoryneedsare entrenchedinthehealthcare provisionserviceswith the aim of encouraging theprovisionof qualityhealthcare services.Theaccreditationbodiesrevisetheaccreditation standardsperiodically basing thestandardson up-to-dateinvestigationon quality medicalstandards.Compliancewith theaccreditation standardshelpsin theprovisionqualityhealthcare serviceson thepopulace, promotingtheir healthandwellbeing (Nicklin, 2015). Compliancewith accreditation standardsdemonstratesthecredibilityandcommitmentto qualitymedicalservicesin thethree facilities.Thisencouragesthecare-providers to maintainstrictprovisionof qualityserviceshelpingin attainmentof humanhealthandwellbeing. Additionally, itdecreaseslitigationsthat may arisefrom grossmisconduct, therebyreducingliabilitycosts.Thismitigatestherisksof adverseeffectsandformsa platformfornegotiatingextrafunding, which can be usedto improveefficiency.Thecompliancesustainsqualityimprovementswithin thesectorandsupportseffectiveuseof resourceswithin thehealthcare services.Inaddition, itpromotesan on-going self-analysis of performancein relationto standardsandenhancestheunderstandingof thecontinuum of care, which is vitalin promotinghealthandwellbeing amongst thepopulace(Nicklin, 2015).

Fromtheaforementioned, theHHS is thegovernmentagencyforpromotingthehealthandwell-beingof thepopulaceandhas promotedtheestablishmentof variousmedicalinstitutionsto promotetheattainmentof their goal.Among theestablishedinstitutionsincludethehomecarefacilities, suchas theambulatory surgerycentersandthehealthfacilitiesreferredto as hospitals.Homecarefacilities, suchas theHCR homecare, providenursingandrehabilitationservicesto theagedandotherpatientsrequiringspecializedcare.TheHomecare facilitiesofferpost-discharge servicesespeciallyto thepatientssufferingfrom chronicdiseases. On theotherhand, theambulatory andsurgerycenterssuchas theBaptist Germantown Surgery Center providemedicalandsurgeryservicesto patientswhodonot requirehealthservicesformorethan twenty-four hours.Theambulatory andsurgeryfacilitiesofferonlyoutpatients’ servicessuchas gynecology andENT surgeries. Finally, hospitalsofferboth theinpatient andoutpatients’ medicalservices, includingnursing, mentalhealthservicesamong otherservices.Despite thedifferencesin theservicesofferedby thesefacilitiesandthedifferentaccreditation requirements, thesefacilitiesare importantin promotingthehealthandwellbeing of thepopulace.
