Policy Analysis-Lab Report

Policy analysis refers to the definition of a problem or a situationby going through the data and information gathered concerning thesaid problem (Weimer &amp Vining, 2005). In doing so, criticaldecision criteria to finding answer to the problem is identifiedthrough relevant factors.

Task1-Descriptive Analysis

The first task gives a descriptive analysis and summary table of topcontributors to the governor and the contributions do not incorporateun-itemized donations. All the contributions included in under thistask are those greater than $15,000 (Appendix 1).

With a keener attention to the contributions made by firms andindividuals, North Carolina Republican Party seems to be the highestcontributor to the Governor Pat McCrory. Other noteworthycontributions include that of HENDRICK, RICK. Looking at themalpractices that emerged, Hendrick, Rick can be very resourceful ingiving some information owing to the huge contributions. TheRepublican Party will also assist in great deal in providing someinformation (Appendix 1).

Percentageof Energy and Resource = (666976.36/18,377,963)*100= 3.629%

Going through the contributions of Energy and Natural Resources onecannot conclusively get an insight into the investigative process.Natural resources and Energy only accounts to a mere 3.629% withother sectors such as agriculture and finance, insurance and realestate having a large chunk of contributions (Table 1).

Task3

According to the National Center for Fair and Honest Elections somefirms contribute money indirectly through individual donations givenby their executives. This section will seek to analyze the individualcontributors to the governor. One individual who contributed asdonation through executives is Hendrick, Rick whose contributionamounted to $20,000. He has one of the largest contributions towardsthe gubernatorial election of the governor and would ultimately offersome insight into the investigation. He is a known Republican andowns motorcars and founder of Hendrick Automotive Group. As aresident of Warrenton, North Carolina, he harbors interests in thestate development. This might explain his contributions as well asinterests within North Carolina State.

Task4-Evaluation of the Largest Individual Contributors from the Energyand Natural Resources Sector

From the list of the top 20 individual contributors in Energy andNatural Resources (Table 2), it is not clear whether the individualswere once employees of Duke Energy. A direct link between them andthe company cannot easily be established. The total dollar for thetop 20 amounts to $204,250 (Table 2). This is represents nearly 1.11%a value that may not be quite significant in explaining their role inthe political malpractices.

Task5-Forms of Politics

National Center for Fair and Honest Elections are more concerned withthe democratic form of politics given that in democracy individualshave a chance to choose their leaders without coercion. They call forfree, fair and regular elections in the democracies. Through thedemocracies individuals are able to empower others to govern themthus serving through the will of the people. Given that thegubernatorial seat of North Carolina is a political seat, it is withno doubt that political contributions should be used to investigatethe malpractices. Often, the malpractices are as a result ofpolitical contributions thanks to the large amount of contributionsthat are wired to aspirants.

Task6- Feasible Policy Recommendation

In order to curb the menace of political contribution malpractices,one such policy variable that should be identified is cash flow tothe candidates. While curbing the problem, the policy makers shouldtarget the companies, firms that operate within the said areas.Additionally, some of the wealthy individuals must be checked. Themain policy instrument applied in the above case should be publicpolicy instrument with the main one being mandates. Through mandates,actions of individuals or agencies are governed (Weimer &amp Vining,2005). Rules are set to define what actions are taken by individualsor firms in a society.
